MCSO arrests Houston Woman on Child Trafficking Charge following Multi-Agency Operation
The Montgomery County Sheriff’s Office has arrested a Houston woman linked to a human trafficking operation following an extensive, multi-month investigation. Shiann Hutchins, 28, of Houston, Texas, has been charged with Trafficking of a Child, a felony offense.
This investigation began in late July 2024 after the Montgomery County Sheriff’s Office received a report of a missing juvenile and a missing 18-year-old female, both believed to be victims of sex trafficking.
The Montgomery County Sheriff’s Office VICE Unit, working in coordination with agents from Homeland Security, developed a lead on a phone number associated with the juvenile. Undercover officers initiated a sting operation, arranging a sex-for-money transaction with the individuals.
Later that day, officers met the individuals at a local Montgomery County hotel, where they safely detained the 16-year-old juvenile and the 18-year-old female, who had both been reported as missing. Both were immediately provided with the necessary support and resources.
Following the initial recovery, the MCSO Organized Crime Division continued a comprehensive investigation that ultimately identified Shiann Hutchins as the primary suspect and a leader of the human trafficking operation involving the two missing girls.
An arrest warrant was issued for Hutchins, and on December 3, 2025, she was located at a residence in Houston and taken into custody without incident. She remains in the Montgomery County Jail at this time.
This successful apprehension is the result of dedicated collaboration between the Montgomery County Sheriff’s Office, local law enforcement agencies, and our federal partners.
