Montgomery County DA’s Office and HTI host Human Trafficking & Child Exploitation Leadership Workshop
Today, the Montgomery County District Attorney’s Office in partnership with the Human Trafficking Institute (HTI), hosted a leadership workshop for law enforcement agencies across Montgomery County. The workshop focused on strengthening their capacity to strategically coordinate and sustain an effective response to human trafficking and child exploitation crimes.

Through instruction and facilitated discussion, participants were provided with leadership tools and practical resources to shape agency responses, establish organizational priorities, and guide complex trafficking investigations. The training also emphasized the importance of cross-agency collaboration and a unified approach to addressing these crimes. The primary objective was to ensure that law enforcement command staff and agency leaders are equipped to overcome organizational barriers, enhance investigative practices, and strengthen Montgomery County’s overall response to human trafficking.
As part of a broader statewide initiative, the Montgomery County District Attorney’s Office entered a multi-year partnership with HTI in 2025 to expand and strengthen the County’s ability to combat human trafficking, commercial sexual exploitation, and related child exploitation crimes. Montgomery County was one of the first five counties in Texas to partner with HTI.
Through this collaboration, Montgomery County will enhance its capacity to identify victims, conduct effective investigations, and bring traffickers to justice. The partnership will provide specialized training, access to subject-matter experts, and practical tools designed specifically for prosecutors, law enforcement, and other frontline stakeholders.
Agencies represented at this week’s Leadership Workshop included the Montgomery County Sheriff’s Office, Montgomery County District Attorney’s Office, Pct. 1 Constable’s Office, Pct. 2 Constable’s Office, Pct. 3 Constable’s Office, Pct. 5 Constable’s Office, Conroe Police Department, Conroe ISD Police Department, Magnolia Police Department, Montgomery Police Department, Texas Department of Public Safety, and Texas Office of the Governor.

District Attorney Mike Holley shared, “Human Trafficking is a serious and sustained evil, an organized evil, and responding to this evil requires an organized response by serious and skilled people willing to combat it. To that end, I know of no better organization than HTI to help us in this effort, and I am so grateful that they are willing to do so for law enforcement in this county.”
HTI Vice President of Programs Tyler Dunman said, “In any jurisdiction, protecting victims and stopping traffickers begins with strong, coordinated law enforcement leadership. Montgomery County is fortunate to have some of the best law enforcement leaders in Texas, and it’s encouraging to see them coming together to learn, collaborate, and strengthen their efforts to protect children and the most vulnerable.”
