Montgomery County Sheriff’s Office arrests Three for Aggravated Promotion of Prostitution

On September 7, 2023, the Montgomery County Sheriff’s Office Organized Crime Unit, arrested three suspects for aggravated promotion of prostitution. This was a result of a lengthy investigation that started in July 2022 with the help of the Fort Bend County Sheriff’s Office, the Harris County Sheriff’s Office, and the Houston Police Department. Information was received that two massage parlors located at the 2000 Block of Rayford Road and 25500 Block of Interstate 45 South in Spring, Texas, were involved in suspicious criminal activity. 

After the execution of multiple search warrants, suspects were identified as business owners, 57-year-old Shih Sheng Lin and 45-year-old Tuxiang Zhu, along with the property manager, 40-year-old Xiaoyan Yan Shi. The suspects are being held on a $1,000,000.00 bond each. Lin and Zhu are being held in Fort Bend County Jail and Shi is being held in Montgomery County Jail. Additionally, there were foreign national females found on location being held for the purpose of engaging in sex crimes commonly associated with human trafficking.
