The Woodlands Township Board takes step to advance South Gosling Golf Course

The Woodlands Township Board of Directors took the next step in advancing a new public recreation amenity at the South Gosling Tract, approving a term sheet with Early Bird at its March 26, 2026, meeting.

The action follows the Board’s February 26, 2026, authorization for staff to enter negotiations with Early Bird for a public private partnership to develop a short golf course and related recreation amenities on approximately 50 acres of the 208-acre South Gosling Tract.

The approved term sheet outlines key business terms and reflects progress toward a formal agreement for the project, which is designed to expand access to public golf while preserving the natural character of the property. The development concept includes a short course along with complementary food and entertainment offerings, creating a new recreational destination for residents.

The South Gosling Tract was conveyed to The Woodlands Township in 2023 by The Woodlands Development Company, a subsidiary of Howard Hughes, for the purpose of developing community-focused recreational amenities. Since that time, the Township has conducted extensive site analysis and community planning efforts, including the formation of the Ad Hoc South Gosling Tract and Public Golf Committee to evaluate potential uses.

The Board has emphasized that development of the site must align with The Woodlands planning principles, including minimizing tree removal, incorporating sustainable water practices and maintaining a low visual impact along Gosling Road. The facility will be operated by a third-party partner.

“Tonight marks an important milestone as we move from planning into implementation,” said Chairman Brad Bailey. “What makes this project especially meaningful is that it will be a public course, open and accessible to everyone. Residents and visitors alike will be able to enjoy the game without the barriers of private membership, which reflects our commitment to expanding recreation in a way that truly serves the community.”

Township staff will continue working with Early Bird to finalize a development agreement, which will address design standards, financial terms and operational structure. The final agreement will be presented to the Board of Directors for consideration at a future public meeting.
