Township Board meets, approves The Woodlands Express rodeo service

The Woodlands Township Board of Directors met Wednesday, September 28, 2022, and discussed a variety of issues in the community including neighborhood ponds, improvements to Lakeside pool, The Woodlands Express service to the rodeo and more.

On the Regular Agenda, the Board discussed a request for a heater and related improvements to Lakeside pool. Township Director of Parks and Recreation John McGowan presented several plans with a variety of costs and cost recovery options. The Board authorized Township Parks and Recreation to purchase a heater and provide required staffing as required by Texas Pool Code, and to return to the Board with updated user fees for cost-recovery. View the presentation.

The Board also reviewed the drought management plan, which was presented by Township Chief Operating Officer Chris Nunes. The Woodlands is home to 67 ponds; drought-like conditions during the recent summer months impacted the recharging of some ponds from surface water and precipitation. The Township’s policy is to fill ponds at 50% capacity/depth, if needed, to support aquatic health or ensure pier integrity. The Board deferred any action in anticipation of an engineering report to be presented at a future meeting. View the presentation.

The Board voted to nominate a candidate to fill a vacancy on the Montgomery Central Appraisal District Board (MCAD), selecting Chris Buck. The Woodlands Township is treated as a conservation and reclamation district for the purpose of participating in the Montgomery Central Appraisal District (MCAD) election process. The election is held every two years, with the most recent election held in 2021 for MCAD Directors to serve from January 1, 2022-December 31, 2023. The Township was recently advised that one MCAD director resigned, creating a vacancy on the Board.

Deputy Director of Community Services Ruthanne Haut presented to the Board regarding The Woodlands Express service to the Houston Livestock Show and Rodeo for 2023. The Board approved service for Fridays, Saturdays and Sundays during the rodeo along with service to the Rodeo Cookoff. View the presentation.

On the Consent Agenda, the Board approved the minutes of the August 18, 2022 Regular Meeting and the August 24, 2022, Regular Meeting for the Board of Directors for The Woodlands Township; adopted updates to the Conroe-The Woodlands Urbanized Area (UZA) Transit Advisory Committee Bylaws; and adopted the new Conroe-The Woodlands Urbanized Area (UZA) Interlocal Agreement. 

The Board also accepted the conveyance of a pathway easement located in The Woodlands Metro Center from 2103 Research Forest Holdings, LLC.; accepted the conveyance by Special Warranty Deed from The Woodlands Land Development Company for various tracts of land located in Montgomery County related to the George Mitchell Nature Preserve; and authorized staff to re-bid for pool chemicals at a later date. 

The Board also approved a legal services agreement with Messer, Fort & McDonald, PLLC and approved a legal services agreement with The Strong Firm, P.C. 

Members of the public also addressed the Board at the beginning of the meeting, in addition to members of the Village Associations providing monthly reports.
