Montgomery County Sheriff’s Office shuts down Two Massage Businesses for Illicit Activities

The Montgomery County Sheriff’s Office Organized Crime Division (VICE unit) executed search and arrest warrants on Wednesday, August 6, 2025, at two local massage businesses following a multi-month investigation into illicit sexual services and potential human trafficking.

Detectives, with the assistance of the Montgomery County District Attorney’s Office, conducted a long-term investigation that revealed workers at Pure Massage, located at 317 Sawdust in Spring, Texas, and Zen Massage, located at 469 FM 1488 in Conroe, Texas, were performing illicit sexual acts.

As a result of the investigation, arrest warrants for Aggravated Promotion of Prostitution, a first degree felony, were issued for 66-year-old Jeffrey Basset and 55-year old Gailing Guo. Both were taken into custody on site.

The investigations were initiated in response to rising concerns of human trafficking and illicit sexual services in the area. The Montgomery County Sheriff’s Office, along with several other area agencies, has been actively investigating massage businesses suspected of violating state laws.

The investigation is still ongoing to determine if additional crimes are associated with the massage businesses and to verify if any of the workers identified at these establishments may be victims of sex trafficking through fraud, threats, or debt manipulation.
