Township Board discusses TxDOT grant for SH242/Harper’s Landing pathway connector

THE WOODLANDS, TX – The Woodlands Township Board of Directors held a regular meeting on Wednesday, March 29, 2023. The Board discussed a variety of topics including the financial report and a proposal from Quiddity to prepare a Texas Department of Transportation Grant for the SH242/Harper’s Landing pathway connector.

On the Regular Agenda, the Board received the financial report for February 2023. View the financial report.

The Board also received an update from Township Chief Operating Officer Chris Nunes on behalf of Quiddity (formerly Jones & Carter) regarding a Texas Department of Transportation Grant for the construction of the SH242/Harper’s Landing pathway. The goal is to construct a connector that would join Harper’s Landing to the Township’s existing bike and pedestrian pathway system. The Board approved the proposal from Quiddity and authorized a budget amendment to utilize up to $100,000 in funds for grant development services from the General Fund.

The Board of Directors also issued a proclamation recognizing April 2023 as Child Abuse Prevention Month in The Woodlands. The month of April is dedicated to recognizing the critical work being done to help families, before a crisis occurs, offering them accessible supports that attenuate the impact of the challenges they face. The proclamation was accepted by Dr. Jerry Nash, president of the Montgomery County Child Welfare Board. View the proclamation.

On the Consent Agenda, which consists of routine housekeeping items that do not require Board discussion, the Board approved the minutes of the January 27, 2023, Strategic Planning Session Meeting; the February 16, 2023, Regular Meeting; and the February 22, 2023, Regular Meeting. The Board also received reports for Law Enforcement and Community Policing, approved the purchase of Township fleet vehicles, approved a plumbing maintenance services agreement renewal, approved updates to the Township’s policy to meet Title VI of the Civil Rights Act of 1964 transit-related requirements, and approved a contract amendment with The Goodman Corporation for transit consulting services on the Consent Agenda.

The Board deferred action on the annual Service Agreements with the Village Associations and an Annexation and Assignment Instrument related to Aria Isle. Immediately following action on the Consent agenda, the Board affirmed appointments to the Village Presidents’ Council.

The Board recessed to Executive Session and, upon reconvening, took the following actions:

  • Deferred an extension of the Alpha & Omega Mounted Patrol agreement;
  • Approved the purchase of network infrastructure equipment;
  • Approved the purchase of a video surveillance system for The Woodlands Fire Department;
  • Approved the purchase of a telecommunications system; and
  • Amended the Township President/CEO employment agreement in conjunction with an annual performance review.

Members of the public were able to address the Board at the start of the meeting. The Board also received reports from representatives of the Village Associations.
