His career in municipal government also includes serving as City Manager for the City of Borger, Assistant City Manager for the City of Odessa, and City Manager for the City of Longview.
Through these roles, Willard has gained extensive experience in municipal administration, organizational leadership, strategic planning, public service, and working collaboratively with elected officials, city staff, and community stakeholders.

We are excited to welcome him to Conroe and look forward to the leadership he will provide.”
As City Administrator, Willard will oversee the day-to-day operations of the City, work closely with the City Council and municipal departments, and help advance the City’s priorities for continued growth and responsible stewardship of public resources.

I am excited to be part of the team and to help build on the strong foundation that has been established in Conroe.”
Willard’s diverse public-sector background includes leadership at both the county and municipal levels. His previous service as County Judge for Hutchinson County, along with his experience as a city manager in Borger and Longview and as Assistant City Manager in Odessa, has provided him with a comprehensive understanding of local government operations and the importance of responsive, effective public service.
