Montgomery County Sheriff’s Office dismantles Organized Construction Theft Ring
Over the past two months, the Montgomery County Sheriff’s Office Crime Reduction Unit (CRU), in collaboration with East and South Property Crimes Division Detectives, has been actively investigating a series of construction material thefts in various areas of Montgomery County.
The investigation revealed a well-organized and covert group responsible for the thefts. Detectives identified two primary suspect vehicles used to transport stolen construction materials, along with several “spotter” vehicles that acted as lookouts. These spotter vehicles frequently engaged in reckless driving to divert law enforcement attention from the actual theft operations.
Through extensive surveillance efforts, MCSO CRU units tracked the suspects and identified multiple businesses in Harris County that were purchasing the stolen materials.
In the early morning hours of April 22, 2025, the suspects were observed entering Montgomery County and proceeded to the Mavera neighborhood near SH 242 and FM 1314. There, they stole approximately $3,500 worth of Hardi plank siding and trim from a residence in the 17000 block of Juniper Blossom Bend.
As the suspects attempted to leave the area, coordinated efforts by marked patrol units and CRU deputies led to the successful stop of both the spotter vehicle and the van carrying the stolen materials. Four adult males were taken into custody and charged with Burglary of a Building. The suspects have been identified as 24-year-old Adair Texis, 20-year-old Darry Reyes, 23-year-old Jesus Penaloza, and 42-year-old Lazaro Rondon, all from Houston, TX.

During subsequent interviews, the suspects admitted to involvement in several other thefts involving construction materials and appliances throughout Montgomery County. The investigation remains ongoing, and additional charges may be forthcoming.
