Montgomery County Sheriff’s Office shares report to Township Board on Flock Safety License Plate Reader Cameras

The Woodlands Township Board of Directors held a regular meeting on Thursday, May 28, 2026. During the meeting, the board of directors accepted the Flock Safety License Plate Reader Camera System Report, approved the new The Woodlands Express Bus Wrap Design, and more.

REGULAR AGENDA

ACCEPTED REPORT – Flock Safety License Plate Reader Camera System Report
Representatives from the Montgomery County Sheriff’s Office and Flock Safety presented an overview of the Flock Safety License Plate Reader camera system approved as part of the Township’s FY2026 budget process. The presentation reviewed the purpose of the technology, planned deployment of 30 cameras throughout The Woodlands and the role the system plays in assisting law enforcement investigations and crime prevention efforts. Representatives explained that the cameras are owned and operated solely by the Montgomery County Sheriff’s Office and clarified that The Woodlands Township does not operate the system, access camera data or maintain any agreement with Flock Safety.

The report also addressed Board questions related to privacy protections, data retention, transparency measures and system functionality. Representatives explained that the cameras capture publicly visible vehicle information, do not use facial recognition technology and automatically delete data after 30 days by default. Additional discussion focused on audit trails, restricted search access and the use of the technology in assisting with investigations involving stolen vehicles, missing persons and other criminal activity. The Board unanimously accepted the report.

APPROVED – The Woodlands Express Bus Wrap Design
Director of Communications LeaAnn Petersen reviewed the recommended design for The Woodlands Express bus wraps with the Board. The design was developed in house following Board direction provided at the February 26, 2026, meeting and was finalized by the Ad Hoc Communications Committee during its May 11 meeting.

The new Woodlands Express fleet is scheduled for delivery between November 2026 and February 2027. In addition to the new fleet, 14 existing buses will receive the updated wrap design. The committee also recommended continuing to allow Visit The Woodlands to utilize the rear panel of the buses for its advertising campaign, with the cost included in the overall project provided the rear panel design is submitted concurrently with the primary bus wrap design.

ACCEPTED REPORT – Financial Report
Chief Financial Officer Kellan Shaw presented the Township’s financial report for the month ending April 30, 2026. Shaw reviewed revenues, expenditures, investment performance and fund balances across Township operations. The report highlighted strong sales tax collections, which were up 7.6% compared to the same period in 2025 and 3.8% above budget projections, along with continued healthy property tax collections and investment earnings. Shaw also reviewed operational variances, capital project expenditures and reserve balances as part of the Township’s ongoing financial management and reporting process. The Board unanimously accepted the financial report.

ACCEPTED REPORT – Village Presidents’ Council Update
Treasurer Richard Franks provided the Board with an update from the most recent Village Presidents’ Council meeting, including discussion items and topics of interest shared among village representatives. Treasurer Franks complimented Parks and Recreation Director John McGowan on his presentation at the most recent council meeting regarding activities and construction in the parks, noting that there was good discussion. The Board unanimously accepted the report.

One motion with modifications, if applicable, approves for action, all items contained within the Consent Agenda.
