Township Board discusses Tomball ISD changes for Creekside Park students
The Woodlands Township Board of Directors held a regular meeting on Wednesday, April 26, 2023. Among the topics of discussion were Tomball Independent School District’s proposed changes to its Bond 2021 school construction projects impacting students in the Village of Creekside Park, The Woodlands upcoming 50th Anniversary Celebration and more.
On the Regular Agenda, the Board addressed resident concerns over Tomball Independent School District’s proposed changes to its Bond 2021 school construction projects impacting elementary students in the Village of Creekside Park. Tomball Independent School District (ISD) held a meeting at Town Hall in April to notify families and staff of proposed changes to projects approved by voters in a 2021 Bond election. According to the notification, Tomball ISD Administration proposed to change plans for an elementary school at the Tomball Innovation Center to instead be a new intermediate school, which will serve grades 5-6 and provide relief to four schools in the Village of Creekside Park area (Creekside Park Junior High – CPJHS, Creekview Elementary – CES, Timber Creek Elementary – TCES, and Creekside Forest Elementary – CFES). The Board agreed to meet with Tomball ISD to share resident concerns and discuss alternative solutions.
The Board began discussion for The Woodlands 50th “Golden” Anniversary Celebration, that will be marked on October 19, 2024. The Board reviewed logo designs, plans for an advertising campaign, including signage throughout The Woodlands, a monthly promotional calendar, and a year-long celebration of events beginning in October 2023. Members of the Board were appointed to roles to serve on an Ad-Hoc Committee (Chairman Ann Snyder, Secretary Linda Nelson, and Director Brad Bailey) and Directors for Subcommittees to continue future planning for this event. The event will also be a regular item on upcoming board meeting agendas.
The concept for The Woodlands began in the 1960s when George P. Mitchell began buying land in Harris and Montgomery County to build a new hometown. His vision was brought to life with the Grand Opening of The Woodlands on October 19, 1974. Today, The Woodlands is a hometown within a natural forest, and is known for its balance between man and nature. Next on the Regular Agenda, the Board voted in favor of the Resolution No. 005-23 requesting that The Woodlands Township be added to the Houston-Galveston Area Council (H-GAC) Transportation Policy Council (TPC) as a voting member. H-GAC serves as the Metropolitan Planning Organization for the greater Houston region. The Township is responsible for the administration of The Woodlands Express Park & Ride commuter bus service that serves residents of Montgomery County and adjacent North Harris County. This transit service qualifies the Township to serve on the TPC per the Council Bylaws as an operator of a major mode(s) of transportation in the Houston-Galveston Transportation Management Area (TMA).
The Board accepted a proposal for the improvements to the Bear Branch Park Sprayground. $1.5 million was allocated for an aquatic feature at Bear Branch Park in the 2023 Budget. The recommended proposal, as submitted by Lone Star Recreation of Texas, LLC, totals $1,475,894.21 which includes 38 spray elements, up to 165 linear feet of seat wall, fencing, up to 4,000 sq. ft. of four-inch concrete pad, and up to 3,600 sq. ft. of readjusted four-inch pathway.
The Board agreed to execute the Acknowledgement of Annexation and Assignment Instrument for Aria Isle, a new portion of the development located in the East Shore neighborhood, which is accessed ONLY through the existing East Shore neighborhood. The proposed instrument between the Township, as successor to The Woodlands Community Association (WCA), The Woodlands Land Development Company and East Shore Community Association would delegate certain WCA-related rights and responsibilities for Aria Isle to the East Shore Community Association.
The Board of Directors also recognized several groups with proclamations in commemoration of their achievements and services to the community.
- The Woodlands Township recognizes National Police Week and celebrates public safety personnel. The Woodlands Township Neighborhood Services Department will host two annual “Bands and Badges” concerts in appreciation for their service.
- The Woodlands Township Parks and Recreation will host Bike The Woodlands Month throughout the month of May. In-kind services have been provided by Bike The Woodlands Coalition in promoting the event and programs associated with bicycling safety and education during the month of May.
- The Woodlands Township Environmental Services Department was awarded “Gold Star” status for the 2023 Keep The Woodlands Beautiful Program, a Texas program dedicated to addressing beautification, litter prevention and recycling. Residents are encouraged to volunteer and help support this effort to cleanup The Woodlands.
On the Consent Agenda, which consists of routine housekeeping items that do not require Board discussion, the Board received reports from Community Services, Law Enforcement and The Woodlands Fire Department, approved the conveyance of a Reserve in Creekside Park, approved the annual Service Agreements between the Village Associations and The Woodlands Township, approved the Amended and Restated Donation Agreement with The Woodlands Arts Council.
Members of the public were able to address the Board at the start of the meeting.
