Township Discusses Parks and Rec Needs, Continues Energy Corridor Pilot Program and Orders Election

THE WOODLANDS, TX – During their July 27, 2022, regular meeting, The Woodlands Township Board of Directors officially ordered the November 8, 2022, Directors Election, discussed results of the parks and recreation needs assessment and opted to continue a grant-funded Energy Corridor Transportation pilot program.

To begin the regular agenda items, Montgomery County Sheriff’s Office Captain Tim Holifield presented a quarterly update on Law Enforcement. View Law Enforcement Presentation, followed by additional presentations: View Constables Presentation. View Suicide and Overdose Report.

The Board also approved the financial report.

In discussing and reviewing the Congestion Mitigation and Air Quality grant-funded Energy Corridor Commuter Service Pilot Program, the Board opted to continue the program and reduce service to eight hours a day, approve a FY22 budget amendment of $16,295 to cover costs through the end of 2022 and revise the proposed FY23 budget to reflect the lower use levels. Chief Operating Officer Chris Nunes presented the initial draft of long-term Needs Assessment plan for Township Parks and Recreation programs, services, and facilities, based on research conducted earlier this year. The report relays findings regarding the development of goals, recommendations for improvements, additions, changes, priorities, and strategies needed to respond to current needs and to leverage the system toward the future vision of the community. The Board also received the quarterly update from Visit The Woodlands (Convention & Visitors Bureau), presented by Visit The Woodlands President Nick Wolda. View Visit The Woodlands presentation.

In conjunction with a supplemental agenda, the Board called the Directors Election to be held on November 8, 2022, and determined procedure of giving notice of same, adopting an order in connection therewith which specifies that notice of the election will be given by posting, and designates the Township Secretary as the Township’s Election Agent. The Township holds elections for Board positions annually in November. The positions up for election this year are positions 1, 2, 3 and 4. 

The Board also took action to approve a Joint Election Agreement and Election Services Agreement with Montgomery County and an Election Agreement with Harris County. Pursuant to those agreements, Montgomery County and Harris County will perform certain early voting period and Election Day services for all entities participating in the joint election, including the hiring and payment of election officials.

On the Consent Agenda, the Board:

  • Approved and authorized execution of the Election Services Agreements with Harris and Montgomery Counties, and approved and authorized execution of a Joint Election Agreement with Montgomery County, Texas, and possibly other jurisdictions in Montgomery County, Texas.
  • Approved a one-year extension of the pathway stencil and crosswalks contract.
  • Accepted the 2022-2023 Anticipated Debt Service Collection Rate and the 2021 Excess Debt Service Tax Collection Report, as certified by the Montgomery County Tax Assessor-Collector.
  • Accepted the Federal Transit Administration’s required annual review and approval of The Woodlands Township’s Public Transportation Agency Safety Plan.

The Board recessed to Executive Session but did not take any action.

Earlier in the meeting, President and CEO Monique Sharp made announcements regarding staff introductions and promotions to include Laure Morgan who was recently hired as Township Secretary, John McGowan who was recently promoted to Director of Parks and Recreation, and Angel Nicks who was promoted to Director of Customer Engagement.

The Board also heard reports from Village Associations, and members of the public addressed the Board.
