Conroe ISD makes statement regarding SB 10 and SB 11 Investigation

Conroe ISD shared the following statement on Thursday, May 7, 2026 regarding SB 10 and SB 11 Investigation.

CONROE, TEXAS – May 7, 2026 – Conroe ISD is fully compliant with Senate Bill 10 and Senate Bill 11. 

Senate Bill 10, passed by the Texas Legislature in 2025, requires Texas public school classrooms to display a state-approved version of the Ten Commandments in a visible location within each classroom. As required by law, Conroe ISD displayed compliant posters by the September 1, 2025 deadline. Following the district’s inclusion in the Cribbs-Ringer v. Comal Independent School District litigation and the related injunction, Conroe ISD promptly removed the posters in compliance with the court order. More recently, the Fifth Circuit Court of Appeals upheld SB 10 in Rabbi Nathan v. Alamo Heights Independent School District. However, because Conroe ISD remains subject to separate, still-pending litigation, the Office of the Attorney General of Texas recently provided Conroe ISD with explicit written guidance not to display the SB 10 posters at this time. 

Conroe ISD is currently in communication with the Office of the Attorney General to determine why the district was included in the recent investigation announcement, particularly given that the district previously displayed the posters, removed them due to pending litigation, and has continued following written guidance provided directly from the Attorney General’s Office to Conroe ISD. 

In accordance with SB 11 (89th Texas Legislature), the Conroe ISD Board of Trustees timely and publicly considered and voted on whether to adopt a resolution establishing a policy providing for a period of prayer and reading of the Bible or other religious text during the school day. Following public notice regarding Texas Education Code § 25.0823 and thoughtful deliberation at the February 17, 2026, Board Meeting, the Board voted not to adopt the resolution.

The district remains in compliance with all requirements related to SB 10 and SB 11 and will continue to follow state law, court orders, and guidance from legal counsel.
